David Higgins

With 12 years of experience in real estate, corporate, government affairs and regulatory law, David Higgins, brings a range of general business and legal experience to BTP.  Having previously worked on major commercial real estate transactions, large-scale development planning and public agency permitting, corporate governance, government affairs/strategy and management matters, David has developed deep contacts and substantive expertise in handling complex matters in both the private and public sector.

David’s day to day responsibilities include managing and directing internal organization and staff activities; leading the review, drafting and negotiation of all internal and external legal matters, legal agreements and related documentation (commercial and employment contracts, licenses, leasing, distribution, revenue sharing and referral arrangements, diligence and documentation of M&A and joint venture initiatives), as well as outside counsel management; David also serves as a lead negotiator and point of communication between BTP and all outside clients, consultants, contractors and vendors.  David is the primary advisor to BTP’s President on all business development, strategic planning and growth initiatives.

Immediately prior to BTP, David served as a consulting general counsel and government affairs advisor.  Previously, he served as senior associate in the real estate group at the global law firm DLA Piper LLP (US) where he acquired extensive commercial real estate and transactional experience.  Previously, David served as Counsel and Special Assistant to the Director of the Boston Redevelopment Authority where he acquired a deep understanding of and facility with the public review, zoning and environmental permitting of urban development and infrastructure projects, as well as government affairs/strategy, public administration, and crisis management.  

David received his B.A. in English from Colby College, and a J.D. from University of Maine Law School. He is also a graduate of the Northfield Mount Hermon School.
